Kristen Harper, M.Ed. is a nationally recognized leader in behavioral health and recovery support services with nearly two decades of experience advancing policy, funding, and workforce development. She served as a Public Health Advisor and Special Assistant in SAMHSA’s Office of Recovery, where she elevated the role of the peer workforce, embedded recovery-oriented principles across the agency, and advanced harm reduction policy. Prior to that, she was a Government Project Officer (GPO) in SAMHSA’s Center for Substance Abuse Prevention (CSAP), managing national prevention grants and serving as a Special Advisor on harm reduction initiatives. Kristen’s career has spanned higher education, nonprofit leadership, and national technical assistance. She was the Founding Director of the Center for Addiction Recovery at Georgia Southern University, Executive Director of the Association of Recovery Schools, and a Recovery Specialist at C4 Innovations, contributing to the BRSS TACS and Opioid Response Network initiatives. She has secured millions in funding for organizations and programs that expand access to peer recovery services and harm reduction support. A 2021 Innovation to Impact Fellow at Yale University and active member of Georgetown University’s Recovery Policy Collaborative, Kristen is dedicated to strengthening the peer workforce and advancing equitable, recovery-oriented systems of care. Licensed Attorney Melissa O’Mara is a licensed attorney in the State of New Jersey and a person in long term abstinence based recovery from drugs and alcohol since August 30, 2011. A 2014 graduate of Centenary University and a 2017 graduate of New England Law | Boston, Melissa is a committed legal professional and an addiction recovery advocate dedicated to finding solutions to the addiction crisis. Melissa oversees multiple deflection and diversion programs including self-referral programs within police departments (PAARI/Straight to Treatment), 24/7 response teams that dispatch with law enforcement and peer recovery coaches, before or after arrest, to provide peer support, as well as various other first responder deflection and diversion initiatives. Melissa also teaches the "5 Minutes to Help Program" through the New Jersey Department of Health which trains NJ emergency medical providers and other first responders to combat stigma, utilize motivational interviewing , and provide warm hand-offs to services for those they encounter who suffer an opioid overdose. She also trains peer recovery coaches, through the New Jersey Prevention Network, on how peers can effectively build, enhance, and effectively participate in first responder deflection and diversion programs. Melissa’s goal in her legal career is to use the justice process to hold offenders responsible while also supporting rehabilitation by providing people multiple intervention points and a variety of pathways to recovery and wellbeing. Workshop Session 4 2:00 PM - 3:00 PM Skill Building Front Line Collaborations: Peer Recovery Support and Law Enforcement Both Peer Recovery Support Services and Law Enforcement are responding on the front lines to the opioid Epidemic, recognizing that substance use disorder impacts the community on multiple levels including public health and public safety. In this session, we will highlight the collaborative approach between peer recovery support services and law enforcement agencies working together, to ensure equitable access to recovery support within the communities they serve. We will look at how the programs are meeting the unique needs of the community, the successes, the challenges, and how a network of professionals are utilizing best practices to reshape the landscape of recovery support accessibility in the state of NJ. With the assistance of federal and state funding, some counties are continuing to operate traditional, arrest-based programs, while others have chosen to proactively link individuals living with substance use disorder to treatment and/or recovery services through non-arrest modules such as mobile vehicles, on-scene response teams, Superior Court or Municipal Court programs, and direct “boots on the ground” outreach to localized areas and to those identified as most at-risk of overdosing. The Panel Discussion is with leaders working within these collaborative programs between peer recovery support services and law enforcement within New Jersey. All Attendees will have the opportunity to learn about these valuable resources and their impact on communities while interacting with the panelists. Assistant Professor & Coordinator of Collective Care Center (Racial Trauma Clinic) Spalding University Steven D. Kniffley Jr. is the Associate Director for the Center for Behavioral Health and an Assistant Professor in Spalding University’s School of Professional Psychology. He is also the coordinator for the Collective Care Center which is one of the few racial trauma clinics in the country. Steven received his doctorate and master’s degree in clinical psychology from Spalding University where he specialized in child, adolescent, and family therapy. Steven completed his post-doctoral training at Harvard Medical School. He also has a Master’s in Public administration from Wright State University. Steven's area of expertise is research and clinical work with Black males. Specifically, his work focuses on understanding and developing culturally appropriate interventions for Black male psychopathology as well as barriers to academic success for this population. Additionally, Steven conducts research and clinical work on the challenges related to the experience of racial trauma. Specifically, he has developed a treatment protocol for the experience of racial trauma and train clinicians in the implementation of the protocol. As an educational consultant, Steven has worked internationally with students and school administrators in South Africa and India. He also serves as an organizational diversity consultant and work with law enforcement departments on addressing conflicts between communities of color and police officers. Some of Steven's books and works in progress include: “Knowledge of Self: Understanding the Mind of the Black male ,” “Out of KOS (Knowledge of Self): Black male psychopathology and its treatment , ” and “Black males and the Criminal Justice System .” Presentation information is being cultivated. About Why Attend? Location Register Today Sam Rivera Executive Director, OnPoint NYC Sam Rivera has 31 years of progressive experience in social services. His primary focus of expertise lies in Criminal Justice/Reentry, HIV/AIDS, Addiction/Recovery, and Mental Health. He currently serves as the Executive Director of OnPoint NYC, a long-standing wellness organization that provides services to active drug users and sex workers in Northern Manhattan and The South Bronx, many of whom are low-income or homeless as well as of color and LGBTQ. As an Afro-Taino, he brings to this role his several decades of cutting-edge service provision experience and a commitment to social justice. He has dedicated his professional career to ameliorating the harms associated with the War on Drug Users, racism/sexism, structural inequality, and mass incarceration and will continue to work to end systemic as well as systematic barriers to populations that are most vulnerable. Due to his dedication to this work, Sam Rivera was recently recognized as one of Time100's Most Influential People of 2023.
