Dr. Felecia Pullen

Dr. Felecia Pullen is a results-driven CEO, visionary scholar, and social entrepreneur who leverages 30 years of corporate expertise and groundbreaking nonprofit leadership to transform systems of care for under-resourced communities. As Founder and CEO of Let’s Talk SAFETY, Inc., she built New York State’s highest-performing Recovery Community & Outreach Center, reaching nearly 20,000 New Yorkers with culturally responsive, evidence-informed, and equity-centered programs.


A Ph.D.-trained qualitative researcher, accomplished grant strategist, and adjunct professor, Dr. Pullen fuses policy advocacy, program innovation, and community empowerment to confront and dismantle racialized health and wealth disparities. Her leadership has sparked strategic growth, forged high-impact public–private partnerships, and earned national visibility—positioning her as a leading voice on structural racism, substance use recovery, and the political determinants of health.


Sought after by federal agencies, universities, and national conferences, Dr. Pullen is recognized for her pioneering research on People of Color Who Use Drugs (PoCWUD), her leadership in harm reduction initiatives, and her role in shaping equity-based recovery policy. She brings to every endeavor a powerful blend of strategic vision, coalition-building, and person-centered leadership—mobilizing teams, influencing policy, and transforming communities.

Join us for an insightful session introducing the Recovery Capital Framework (RCF)—a holistic way to understand the resources that sustain long-term recovery. We’ll also provide foundational knowledge of Critical Race Theory (CRT) as a lens to examine how systemic racism influences recovery outcomes. Together, we will explore how integrating these two powerful frameworks can deepen our understanding of the lived experiences of People of Color Who Use Drugs (PoCWUD).
